Why watts divided by volts is not always enough

AC loads include power factor and efficiency. Single phase uses P = V × I × PF × η, while balanced three phase uses P = √3 × V × I × PF × η.

Watts measure real power and amps measure current, so accurate conversion needs voltage, phase, and load power factor. The Saudi starting values of 230 V single phase and 400 V three phase remain editable.

Does an 18,000 BTU AC use 18,000 watts?

Does the result determine cable size?
